Waxman Hits Rice with Subpoenas on Corruption in Iraq

As I reported a few days ago, Representative Henry Waxman, the chairman of House government oversight and reform committee, on September 19 asked the Secretary of State Condoleezza Rice to turn over to him a copy of the secret draft report detailing rampant corruption in the Iraqi government produced by the U.S. embassy in Baghdad and other documents on corruption in the Maliki government and to produce three State Department officials who have worked on corruption issues in Iraq for interviews with committee investigators.

Rice did not do so. In response, Waxman has issued subpoenas to the State Department for the records and the witnesses.

Meanwhile, Waxman's committee is proceeding with a hearing on Iraqi corruption--scheduled for this Thursday--that will feature former Judge Radhi al-Radhi, whom Prime Minister Nouri al-Maliki forced out as head of the Commission on Public Iraqi, an independent agency that is supposed to investigate corruption within the Iraqi government. In an interview with me three weeks ago, Radhi said that the Maliki government is so riddled with corruption and so dominated by criminal gangs it ought to be abolished. If he says the same when testifying, it will be a blow to the administration, which still fully backs Maliki. No doubt, such testimony will cause some lawmakers to pose the question: why send U.S. soldiers to their death to create a "breathing space" for a government that is corrupt to the core and not able to function?

3,800 American soldiers have been killed in Iraq and another 25,000+ American soldiers have been maimed in Iraq.

All these soldiers are dying and being maimed to spread the Islamic religion and law. There will be more American soldiers dying and being maimed in the coming weeks in Iraq.

A Brief Guide to the Aesthetics of Fascism:

--Hypnotized by symbols: Whether it be the swastika of the Nazis, the rising sun of imperial Japan or the fasces of the Italian National Fascist Party, simple, visually striking and endlessly repeated symbols are the "look" of a fascist government. Check out any Bush speaking engagement, from his "mission accomplished" speech on the deck of the USS Abraham Lincoln to the Republican National Convention, and you will see him surrounded by the Stars and Stripes. And where Nazi leaders wore swastika armbands, American fascists wear American flag pins on their lapels. Sinclair Lewis observed that, "When fascism comes to America, it will be wrapped in the flag and carrying a cross." The symbols may be different, but if it looks like fascism, it's probably fascism.

--Impoverished language: Umberto Eco wrote that, "All the Nazi or Fascist schoolbooks made use of an impoverished vocabulary, and an elementary syntax, in order to limit the instruments for complex and critical reasoning." George W. Bush's tortured syntax is perfectly suited to speaking this language. In describing Newspeak, Orwell declared that words will be "not merely changed into something different, but actually contradictory of what they used to be." Bush's speeches are peppered with words like freedom and democracy, when in fact, he means slavery and tyranny. Moreover, Bush is fond of accusing countries like Iran of illegally interfering in the affairs of other countries, much as Hitler accused other European countries of aggression as his armies overran the continent. The language may be different, but one fact is inescapable: if it sounds like fascism, it's probably fascism.

--Mood of pervasive fear: In Bush's America, people rightly believe that you may be subject to violence, harassment, arbitrary arrest or even torture if you challenge authority figures or speak out against the government. Since I started writing articles on political topics I have heard the comment repeated time and again: "You're going to be put on a list." Americans of all stripes live in fear of their government and few, if any, would dare question any authority figure, even if faced with the most blatant and unwarranted abuse of power. It is a sad fact that Americans are the only people in the developed world where citizens actively fear their own government. The tools of torture may have changed, but the essential fact remains: if it feels like fascism, it's probably fascism.

--The nation as homeland: The exaltation of the nation state as a promised land is perhaps the most basic sign of a fascist state. Twenty years ago, it would have been unimaginable to refer to the United States as a "homeland." The word would have stuck people as both antiquated and overtly totalitarian. Now, it is bandied about freely and we actually have a Department of Homeland Security. The strikingly fascist overtones of the word itself are troubling enough, but more troubling still is the thinking behind the word: America is an island in a hostile sea, surrounded by enemies who we must either vanquish or be vanquished by. Once again, if it sounds like fascism, it's probably fascism.

At this point, it is clear that America is in the early stages of fascism; it hasn't yet metastasized into the outright jackbooted fascism of Nazi Germany. But the country is poised like a boulder at the top of a slope, ready to roll into the abyss. In fact, it will take a miracle to keep this from happening. Consider the factors that could easily unleash outright fascism in the United States: the accelerating collapse of the US dollar; the follow-on effects from the subprime loan debacle; soaring energy prices (peak oil); catastrophic weather events caused by global warming; and, of course, the one thing that Bush's entire foreign policy seems almost guaranteed to bring about: another large-scale terrorist attack on American soil. Any one of these by itself could trigger outright fascism. Combine two or more, and American fascism is 100% certain.

We must realize that the full machinery of outright fascism is already in place. Private security firms like Blackwater are ready and willing to serve as the new Blackshirts. Patriot Act II has been written and provides the full "legal" framework for completely revoking the Constitution and the Bill of Rights and establishing martial law. The Pentagon has established Northcom to organize military operations in the United States and Canada. The Posse Comitatus Act has been gutted to allow the National Guard to serve in police actions all across the country. And detention centers have been built across the land and plans have been laid to intern millions of Americans.

History teaches that there is a point of no return in the evolution of a fascist state. Once that line is crossed, there is no turning back until the country lies in ashes and millions lie dead both inside and outside the country. If you don't think it could happen in the United States of America, then you don't remember how easily Americans let themselves be robbed of their precious civil liberties in the aftermath of 9-11.

Wrong Room, Right Moves

In 1984, Gretchen Buchenholz was on her way to a government office for a day-care permit when, by accident, she entered a room where homeless families were waiting to be placed in a “welfare hotel.”

She saw three bare cribs with babies in them. The children wore no diapers – their parents couldn’t afford them. The room was filthy.

Buchenholz forgot the permit, marched out of the room, and returned with bread, peanut butter, apple juice and diapers. Then she started making telephone calls, ultimately helping to set up transitional housing for those families and, since then, many homeless families like them.

More than two decades later, Buchenholz, as founder of the Association to Benefit Children, continues to make a difference for homeless families.

Be alert to ways in which you can help helpless infants and children.

Who Will Lead a Filibuster of the Iraq War Spending Bill?

The Latest Betrayal by Senate Democrats

The allegedly antiwar Senate Democrats betrayed the antiwar movement again last week, and the coming weeks will make Judas seem a model of loyalty by comparison. Prowar Senators used the filibuster provision repeatedly this past week to win the day, and the allegedly antiwar Senators did - nothing . Friday, the Senate failed to get the votes necessary to stop a filibuster and vote on an amendment ordering most U.S. troops home from Iraq in the next nine months. The vote was 47-47, well short of the 60 required to bring debate to an end. On Thursday, the Senate blocked legislation by Senate Majority Leader Harry Reid (D-Nev.) and Sen. Russ Feingold (D-Wis.) that would have cut off funding, albeit only for combat forces in June 2008. Now comes the news that Bush's spending supplemental for the war to be submitted to the Senate this week will amount to nearly $200 billion dollars ($195 billion to be precise, the price tag put on more or less the way done for a used car). Essentially Bush is thumbing his nose at the antiwar sentiment in the country, and the Dems are going along while trying to preserve a rapidly eroding antiwar veneer.

To get their way prowar Senators are on their way to using the filibuster provision a record number of times in this the 110th Congress where cloture has already been invoked 56 times at which rate there will be 143 such votes in this session But the question must be raised, Why do the so-called antiwar Senators like Feingold or Obama or Kennedy or Kerry or Clinton or even Hagel not initiate a filibuster to stop Bush's supplemental funding requests for the war? Think about it for a moment. Yes it takes 60 votes to continue debate but by the same token it only takes 41 to terminate a debate--and then the bill is dead. So why not filibuster Bush's forthcoming spending supplemental? Unless Bush can muster 60 Senate votes, his request is dead in the water. The bill is then a corpse and there is nothing to veto. Now the 47 Senators who voted Friday to bring the U.S. troops home from Iraq are more than enough to filibuster Bush's spending requests and end the war. Why do they not do it? Could it be that to a man and woman they are really prowar but this tactic allows them to appear antiwar to their constituents? Are they proclaiming their prowar bona fides to the voters while demonstrating to their real masters in the military industrial complex and at AIPAC that they will do nothing to stop the war? That is the way it looks from here.

Second why is the media perfectly silent on this possibility. I defy anyone to find a single mention of the use of the filibuster to end the war now anywhere in the mainstream media. A good example is last Sunday's NYT piece by Frank Rich. He points out that the Dems are not doing enough to end the war, but then he laments that they really do not have the power. He perpetuates the myth that they have only a razor thin majority, a thought often put out by Harry Reid, and so they can do nothing. But Mr. Rich is surely smart enough to recognize that a filibuster can defund the war at once--and there are plenty of votes to do so among the 51 Dems.

Third and probably most important, why does the antiwar movement not take up the filibuster as a demand. It would bring enormous pressure to bear on Senatorial Dems who like to proclaim themselves antiwar. UFPJ (United for Peace and Justice) has explicitly refused to do this. Why? Because, according to the UFPJ leadership, their friends on the Hill (read Dems) say it does not have a chance? Of course that could be said of any of the antiwar measures. No, the truth is that the filibuster and the vote that would follow in its wake would expose each and every Dem Senator for what they are. And that is a no-no for the UFPJ leadership which more or less shares a bed with the Dems.

There is one way to push this forward. At FilibusterForPeace.org there is a petition calling for a Senate filibuster against the war. Sign and circulate. And if you are a member of UFPJ or other peace group, get them to support this in an active way. There will be mighty resistance but it is still possible.

Waxman: State Department blocking congressional probe

WASHINGTON — Rep. Henry Waxman, D-Cal., charged Tuesday that Secretary of State Condoleezza Rice and her aides are trying to impede congressional probes into corruption in Iraq and the activities of controversial private military contractor Blackwater USA.

Waxman, chairman of the House oversight committee, complained in a letter to Rice that the State Department this week barred its officials from talking to Congress about corruption in Iraqi Prime Minister Nouri al Maliki's government unless those discussions are kept secret.

The department also retroactively classified a study drafted by the U.S. Embassy in Baghdad that reportedly details extensive corruption in al-Maliki's government, Waxman said.

"Your position seems to be that positive information about the Maliki government may be disseminated publicly, but any criticism of the government must be treated as a national security secret," Waxman told Rice.

"You are wrong to interfere with the committee's inquiry," he wrote.

A history of US secret human experimentation

1931 Dr. Cornelius Rhoads, under the auspices of the Rockefeller Institute for Medical Investigations, infects human subjects with cancer cells.

He later goes on to establish the US Army Biological Warfare facilities in Maryland, Utah, and Panama, and is named to the US Atomic Energy Commission. While there, he begins a series of radiation exposure experiments on American soldiers and civilian hospital patients.

1932 The Tuskegee Syphilis Study begins. 200 black men diagnosed with syphilis are never told of their illness, are denied treatment, and instead are used as human guinea pigs in order to follow the progression and symptoms of the disease. They all subsequently die from syphilis, their families never told that they could have been treated.

1935 The Pellagra Incident. After millions of individuals die from Pellagra over a span of two decades, the US Public Health Service finally acts to stem the disease. The director of the agency admits it had known for at least 20 years that Pellagra is caused by a niacin deficiency but failed to act since most of the deaths occurred within poverty-stricken black populations.

1940 Four hundred prisoners in Chicago are infected with Malaria in order to study the effects of new and experimental drugs to
combat the disease. Nazi doctors later on trial at Nuremberg cite this American study to defend their own actions during the Holocaust.

1942 Chemical Warfare Services begins mustard gas experiments on approximately 4,000 servicemen. The experiments continue until 1945 and made use of Seventh Day Adventists who chose to become human guinea pigs rather than serve on active duty.

1943 In response to Japan's full-scale germ warfare program, the US begins research on biological weapons at Fort Detrick, MD.

1944 US Navy uses human subjects to test gas masks and clothing. Individuals were locked in a gas chamber and exposed to mustard gas and lewisite.

1945 Project Paperclip is initiated. The US State Department, Army intelligence, and the CIA recruit Nazi scientists and offer them immunity and secret identities in exchange for work on top-secret government projects in the United States.

1945 "Program F" is implemented by the US Atomic Energy Commission (AEC). This is the most extensive US study of the health effects of fluoride, which was the key chemical component in atomic bomb production. One of the most toxic chemicals known to man, fluoride, it is found, causes marked adverse effects to the central nervous system but much of the information is squelched in the name of national security because of fear that lawsuits would undermine full-scale production of atomic bombs.

1946 Patients in VA hospitals are used as guinea pigs for medical experiments. In order to allay suspicions, the order is given to change the word "experiments" to "investigations" or "observations" whenever reporting a medical study performed in one of the nation's veteran's hospitals.

1947 Colonel E.E. Kirkpatrick of the US Atomic Energy Commission issues a secret document (Document 07075001, January 8, 1947) stating that the agency will begin administering intravenous doses of radioactive substances to human subjects.

1947 The CIA begins its study of LSD as a potential weapon for use by American intelligence. Human subjects (both civilian and military) are used with and without their knowledge.

1950 Department of Defense begins plans to detonate nuclear weapons in desert areas and monitor downwind residents for medical problems and mortality rates.

1950 I n an experiment to determine how susceptible an American city would be to biological attack, the US Navy sprays a cloud of bacteria from ships over San Francisco. Monitoring devices are situated throughout the city in order to test the extent of infection. Many residents become ill with pneumonia-like symptoms.

1951 Department of Defense begins open-air tests using disease-producing bacteria and viruses. Tests last through 1969 and there is concern that people in the surrounding areas have been exposed.

1953 US military releases clouds of zinc cadmium sulfide gas over Winnipeg, St. Louis, Minneapolis, Fort Wayne, the Monocracy River Valley in Maryland, and Leesburg, Virginia. Their intent is to determine how efficiently they could disperse chemical agents.

1953 Joint Army-Navy-CIA experiments are conducted in which tens of thousands of people in New York and San Francisco are exposed to the airborne germs Serratia marcescens and Bacillus glogigii.

1953 CIA initiates Project MKULTRA. This is an eleven-year research program designed to produce and test drugs and biological agents that would be used for mind control and behavior modification. Six of the subprojects involved testing the agents on unwitting human beings.

1955 The CIA, in an experiment to test its ability to infect human populations with biological agents, releases a bacteria withdrawn from the Army's biological warfare arsenal over Tampa Bay, Fl.

1955 Army Chemical Corps continues LSD research, studying its potential use as a chemical incapacitating agent. More than 1,000 Americans participate in the tests, which continue until 1958.

1956 US military releases mosquitoes infected with Yellow Fever over Savannah, Ga and Avon Park, Fl. Following each test, Army agents posing as public health officials test victims for effects.

1958 LSD is tested on 95 volunteers at the Army's Chemical Warfare Laboratories for its effect on intelligence.

1960 The Army Assistant Chief-of-Staff for Intelligence (ACSI) authorizes field-testing of LSD in Europe and the Far East. Testing of the European population is code named Project THIRD CHANCE; testing of the Asian population is code named Project DERBY HAT.

1965 Project CIA and Department of Defense begin Project MKSEARCH, a program to develop a capability to manipulate human behavior through the use of mind-altering drugs.

1965 Prisoners at the Holmesburg State Prison in Philadelphia are subjected to dioxin, the highly toxic chemical component of Agent Orange used in Viet Nam. The men are later studied for development of cancer, which indicates that Agent Orange had been a suspected carcinogen all along.

1966 CIA initiates Project MKOFTEN, a program to test the toxicological effects of certain drugs on humans and animals.

1966 US Army dispenses Bacillus subtilis variant niger throughout the New York City subway system. More than a million civilians are exposed when army scientists drop light bulbs filled with the bacteria onto ventilation grates.

1967 CIA and Department of Defense implement Project MKNAOMI, successor to MKULTRA and designed to maintain, stockpile and test biological and chemical weapons.

1968 CIA experiments with the possibility of poisoning drinking water by injecting chemicals into the water supply of the FDA in Washington, D.C.

1969 Dr. Robert MacMahan of the Department of Defense requests from congress $10 million to develop, within 5 to 10 years, a synthetic biological agent to which no natural immunity exists.

1970 Funding for the synthetic biological agent is obtained under H.R. 15090. The project, under the supervision of the CIA, is carried out by the Special Operations Division at Fort Detrick, the army's top-secret biological weapons facility. Speculation is raised that molecular biology techniques are used to produce AIDS-like retroviruses.

1970 United States intensifies its development of "ethnic weapons" (Military Review, Nov., 1970), designed to selectively target and eliminate specific ethnic groups who are susceptible due to genetic differences and variations in DNA.

1975 The virus section of Fort Detrick's Center for Biological Warfare Research is renamed the Fredrick Cancer Research Facilities and placed under the supervision of the National Cancer Institute (NCI). It is here that a special virus cancer program is initiated by the US Navy, purportedly to develop cancer-causing viruses. It is also here that retrovirologists isolate a virus to which no immunity exists. It is later named HTLV (Human T-cell Leukemia Virus).

1977 Senate hearings on Health and Scientific Research confirm that 239 populated areas had been contaminated with biological agents between 1949 and 1969. Some of the areas included San Francisco, Washington, D.C., Key West, Panama City, Minneapolis, and St. Louis.

1978 Experimental Hepatitis B vaccine trials, conducted by the CDC, begin in New York, Los Angeles and San Francisco. Ads for research subjects specifically ask for promiscuous homosexual men.

1981 First cases of AIDS are confirmed in homosexual men in New York, Los Angeles and San Francisco, triggering speculation that AIDS may have been introduced via the Hepatitis B vaccine

1985 According to the journal Science (227:173-177), HTLV and VISNA, a fatal sheep virus, are very similar, indicating a close taxonomic and evolutionary relationship.

1986 According to the Proceedings of the National Academy of Sciences (83:4007-4011), HIV and VISNA are highly similar and share all structural elements, except for a small segment which is nearly identical to HTLV. This leads to speculation that HTLV and VISNA may have been linked to produce a new retrovirus to which no natural immunity exists.

1986 A report to Congress reveals that the US Government's current generation of biological agents includes: modified viruses, naturally occurring toxins, and agents that are altered through genetic engineering to change immunological character and prevent treatment by all existing vaccines.

1987 Department of Defense admits that, despite a treaty banning research and development of biological agents, it continues to operate research facilities at 127 facilities and universities around the nation.

1990 More than 1500 six-month old black and Hispanic babies in Los Angeles are given an "experimental" measles vaccine that had never been licensed for use in the United States. CDC later admits that parents were never informed that the vaccine being injected to their children was experimental.

1994 With a technique called "gene tracking," Dr. Garth Nicolson at the MD Anderson Cancer Center in Houston, TX discovers that many returning Desert Storm veterans are infected with an altered strain of Mycoplasma incognitus, a microbe commonly used in the production of biological weapons. Incorporated into its molecular structure is 40 percent of the HIV protein coat, indicating that it had been man-made.

1994 Senator John D. Rockefeller issues a report revealing that for at least 50 years the Department of Defense has used hundreds of thousands of military personnel in human experiments and for intentional exposure to dangerous substances. Materials included mustard and nerve gas, ionizing radiation, psychochemicals, hallucinogens, and drugs used during the Persian Gulf War.

1995 US Government admits that it had offered Japanese war criminals and scientists who had performed human medical experiments salaries and immunity from prosecution in exchange for data on biological warfare research.

1995 Dr. Garth Nicolson, uncovers evidence that the biological agents used during the Persian Gulf War had been manufactured in Houston, TX and Boca Raton, Fl and tested on prisoners in the Texas Department of Corrections.

1996 Department of Defense admits that Desert Storm soldiers were exposed to chemical agents.

1997 Eighty-eight members of Congress sign a letter demanding an investigation into bioweapons use & Persian Gulf War Syndrome.

US plans to disintegrate Iraq

The US Senate is planning to vote on a proposal backed by Democratic Senator Joseph Biden to divide war-torn Iraq based on ethnic lines.

Advocates of the plan, which is to be voted as soon as Tuesday, claim that the plan would allow US troops to eventually go home without leaving chaos behind.

The Plan, which calls for an autonomous federation of Kurdish, Shia and Sunni regions has come under fire by critics, who say Iraq's ethnic groups who live side-by-side in cities and inter-marry are not divided by lines on a map.

The bipartisan Iraq Study Group, which delivered recommendations in December, warned division could trigger mass population flows, the collapse of the Iraqi security forces and ethnic cleansing by strengthened militias.
